The availability of safe, quality, and affordable housing in a community is crucial to economic and business development efforts. The lack of affordable housing was one of the top five priorities identified in the southeastern region. This was reiterated by a Statewide Housing Needs Analysis that was conducted in June 2003 by the South Dakota Housing Development Authority (SDHDA).
Governor's House Program
The Governor's House Program is an affordable housing option for income qualified homebuyers looking to purchase or build a new home. The South Eastern Council of Governments serves as the Governor's House Sales Representative for homebuyers in Brookings, Clay, Kingsbury, Lake, Lincoln, McCook, Miner, Minnehaha, Moody, Turner, and Union Counties. SEDF Home Loan Program
In order to begin addressing the affordable housing needs for the region, the South Eastern Development Foundation partnered with USDA Rural Development and its 502 Home Loan Partnership Program to provide loans to low income families. The goal of this program is to provide financing at reasonable rates and terms to families that are looking to obtain homes in rural areas (i.e. outside the city limits of Sioux Falls).
